Mar. 10, 2009-at the press conference held by China Association of Automobile Manufacturers (CAAM), XIONG Chuanlin, Deputy Secretary-General of CAAM revealed that on behalf of China’s automakers, CAAM will hand in its proposal to related governmental departments for more supports to commercial vehicle builders. Xiong refused to disclose more when asked for detailed information about the proposal.
Currently, commercial vehicle builders across China are mired in a dire situation both in their production and sales volume. Due to the fact some favorable policies have already rolled out for those enterprises involved in passenger vehicle manufacturing, it is not groundless to expect some boost measures will be taken for commercial vehicle industry. According to the latest statistics released by CAAM, China’s production and sales volume of commercial vehicles in Feb. 2009 were slightly better than those of the previous month, but the total production and sales volume combined in the first two month in 2009, which stood at 348,700 units (down 13.15％ y/y) and 345,700 units (down 6.94％) respectively, were not only below the industrial average, but also saw a negative growth.
According to ZHU Yiping, Deputy Secretary-General of CAAM, China’s new policies targeted at the automobile industry further showed positive signs of their effects in Feb. 2009 and the auto market reversed its declining trend. However, it still takes time for the industry to fully recover from the current economic slump. The commercial vehicle market is right now in a worse shape than the passenger vehicle market. Given such circumstances, the Deputy Secretary-General is hoping that the government will soon implement its current policies and come up with favorable measures to boost the development of passenger vehicle market.
Back in early Dec. 2008, several leaders of CAAM stressed the significance of auto industry to national economy and called for the government to take steps to inject vitality to China’s auto industry. Specifically, they further suggested the government boost the domestic consumption, expand the overseas markets, support indigenous brand, and speed up the replacement of old vehicles, etc. on behalf of China’s automakers.
One month later, China’s State Council issued Restructuring and Revitalization Plan on Automobile Industry and Steel Industry, which took effect in mid Jan.2009. The plan is very much the same with those suggestions put forward by CAAM. Given this, it is very likely that the government will take steps to drag those commercial vehicle manufacturers out of their difficulties.
According to an insider’s analysis, the immediate effect seen from the restructuring and revitalization plan has proven the correctness of government’s policy. As the central government has shown its great determination to improve people’s livelihood, expand the domestic demand and maintain upward and relatively fast economic growth in this year’s NPC and CPPCC sessions, the increasingly loud calls for government’s supports from the commercial vehicle industry will surely be taken seriously by related departments.
