CPC Member Calls for Immediate Scrapping of Old Buses

On Mar. 5th, 2009, the second session of the eleventh National People’s Congress (NPC, China’s top legislature) kicked off in Beijing. LI Jindian, president of Liaoning Shuguang Automotive Group Co., Ltd., made a proposal calling for an acceleration of scrapping old buses and developing green and harmonious urban traffic system. The proposal, attracting immediate attention from people in various fields, has also gained supports from other NPC members.

 

Li pointed out that the government should work out a policy to ban the operation of old buses still on urban roads. Against the backdrop of the global economic downturn, it is advisable that the government should inject more investments in urban public transport facilities as one way to spur the domestic demand and maintain stable and fast economic growth this year. .To encourage public transport companies to purchase new buses to replace old ones, the government can give them some direct financial supports. In addition, subsidies totaling 2 billion RMB can be distributed among the 40,000 old buses which have reached or already passed their duration of service but are still in service. 


In recent years, China has sped up its urbanization process and the integration of urban and rural areas. However, the public transport facilities failed to keep pace with the overall development of China’s auto industry. According to statistics, over 120,000 units out of 380,000 units of buses in service nationwide can barely meet the National Ⅱ Emission Standard at present. What’s more, about 38,000 units of buses have already passed their duration of service, about 53,000 units are now approaching their service limit and 76,000 units in total have been in service for 6-8 years.


Given that China’s state council (the country’s cabinet) just rolled out Boost & Readjustment Plan for China’s Auto Industry not long ago, Li’s call for the immediate scrapping of old buses has been regarded by other NPC members as an important move of the government to build a conservation-minded society and develop environmentally friendly public transport.  


It is estimated that the scrapping and replacement of over 100,000 units energy-consuming and highly polluting urban buses will likely to save fuel consumption by 600,000 tons and fuel costs by over 3 billion RMB each year.


Huanghai Bus, affiliated to Shuguang Automotive Group, has recently rolled out a slew of new bus models powered by alternative fuels. To date, as one of China’s big players in the bus manufacturing field, Huanghai’s new models, including DD6128EVS71 electric bus, DD6129HES11 hybrid bus, parallel hybrid bus and ultra-capacitor bus have made significant breakthroughs in terms of energy-saving and emission reduction as well as environmental protection.  


Recently, 120 units of colorful and elegant Huanghai CNG buses have been put into service to serve as carriers for the 24th Winter Universiade in Harbin.
